Slammy, it’s the Phototropedlic filter. It renders a picture to approximate vector shapes with a minimum of colors and then draw it layer by layer, adding stars and circles if you wish. One color, usually the brightest or darkest, is left blank to show the radial background pattern. You can choose to use colors found in the picture (like above) or you can use traditional psychedelic colors.
